UNOC 2025 in Nice: Maximum Security, Free Transit, and a City Under Global Spotlight

From June 9 to 13, 2025, Nice will host the 3rd United Nations Ocean Conference (UNOC)—a landmark global summit bringing together over 70 official delegations, including heads of state, ministers, scientists, and NGOs, with nearly 15,000 international participants expected.

This high-stakes event, with major diplomatic and ecological implications, also presents an unprecedented security challenge.

🔐 Security Measures: Nice Becomes the Most Secured City in France

According to Prefect Hugues Moutouh, UNOC 2025 is a high-risk event, on par with a G20 or the Paris Olympics.

A Massive Security Deployment Includes:

  • 4,000+ agents mobilized daily
  • 40 elite units (RAID, GIGN, CRS, etc.)
  • Maritime, aerial, and anti-drone surveillance
  • A centralized command center at the prefecture
  • A custom health emergency plan

🧾 Mandatory Security Census & Pass System

To manage access in sensitive zones, a mandatory registration campaign is underway for residents and workers.

👥 Who Must Register?

  • All residents aged 12+
  • All workers needing access to secured areas

📅 When and How?

Census agents will visit households between May 21 and 24:

  • Weekdays: 5 PM – 8 PM
  • Saturday: 9 AM – 12 PM

If agents miss you, you can register until June 2 at:

  • Police du Port (7 AM – 8 PM, Mon–Sat)
  • Service Élections, rue Ribotti

  • Identity card
  • Proof of residence
  • Vehicle registration
  • Employer certificate or Kbis extract

🗺️ Security Zones & Restrictions

From June 5, access becomes restricted:

  • June 5: Vehicle restrictions begin
  • June 6: Pedestrian access controlled

  • Port Lympia (Blue Zone)
  • Palais des Rois Sardes
  • Palais des Expositions
  • Centre Universitaire Méditerranéen (CUM)

🚉 Free Public Transit & Adjusted Mobility

To ensure fluid mobility:

  • From June 6 to 8, all Lignes d’Azur public transport is free
  • Trams operate normally, with reinforcements for the drone show on June 6
  • Buses remain operational with possible adjustments
  • Pedestrian movement allowed, subject to ID checks

🏙️ Daily Life Maintained

Despite the heightened security:

  • Schools, businesses, and medical offices remain open
  • Home care, deliveries, and temporary lodging continue with proof
